What CTPAT is. The Customs Trade Partnership Against Terrorism is a voluntary program run by U.S. Customs and Border Protection. Members agree to secure their supply chain against a published set of Minimum Security Criteria. In return they get fewer inspections, shorter wait times, and priority treatment when cargo does get held.
